The article reviews the progress and limitations of ecological migration in the Western poverty and ecologically fragile areas in China. We pointed out that an effective solution to poverty and ecological degradation can not avoid "outward transfer of population pressure". It suggested reforming the current western poverty strategies which focus on the means of internal ecological migrants, and is called "Whole Village Poverty Alleviation" measure. It suggested taking the advantage of the rapidly development of education and the agriculture labor transfer in China now, to integrating the current related national development strategies, with a variety of measures, to effectively reduce the population pressure there, in order to solve the problem fundamentally.
