外来人口聚集地区公共服务支出研究—以广东省为例

摘要：

中国的人口流动给地方政府的公共服务支出带来了影响, 辨别这种影响的重要依据之一是在户籍的身份甄别作用下, 公共服务支出水平的变化。在广东的外来人口聚集地, 非本地户籍常住人口的增加, 会降低当地教育、社会保障这些以户籍为分配依据的公共服务支出的水平;而外来人口的增加并不一定会直接影响那些不以户籍筛选使用者的公共服务的支出水平, 且这些支出通常能够获得转移支付的支持。

Floating population are making great impact on public service resource allocation. One of the judging approaches is to find the variation of local public service spending when the hukou segregation works. In some of the floating population gathering region in Guangdong, the growth of the non-registered population tends to decrease the expenditure level of local services which are provided accroding to the local hukou, such as education, social security. By contrast, the expenditure level of local services which are access to all the residents, are not effectd by the floating population. And these spending are always supported by fiscal transfers.
