With the carrying out of the one child policy,a group of one child died families appears in our country,whose present condition is very tough,for example,work ceased,life depressed, social relations fracture and health decline,so they want government to provide them with material assistance,spiritual comfort and gathering pass the latter life,etc.However,they find that their appeals aren't being met,conversely they are sinking into three layers of predicament.This article believes that to break down the above mentioned predicament is a two-way operation:one way is to build the culture nexus of communication between state and the child died parents,with the aim to solve their three-level predicament,the other way is to introduce the mechanism of risk sharing and solving to build the assisting mechanism towards the one child died peasants.
