The transfer of rural labor in China is quite complicated in transformation period and does not satisfy the basic conditions of Lewis dual economy theory.The transfer of rural labor has entered key period at present.Rural labor policy shall be further improved to transfer labor force efectively and in sequence:public finance support shali be given to establish to comprehesive service system of training and transfer employment;accelerate urbanization to promote the efective transfer of more rural surplus labor force;gradually establish rural-urban and national unified basic social guarantee system and promote and realize the same quality and value of basic public service of rural and urban residents within the region.and realize the real transformation of rural labor force to industrial labor force.
