This paper analyzes the experience of the developed countries on population register system and information system,population control and social integration policy for giving a reference to the floating population's service management of China.Based on it,this paper explores four kinds of cracks in the fields of population information integration,local tax system,encouraging-employment policy and family-migration policy when introducing the experience into China.As a result,this paper puts forward six mechanism should be established,that is,dual-core population information system,cost-oriented cooperation mechanism of population management,residence permit system based on progressive welfare supply,public welfare supply equilibrium based on the tax distribution and transfer payment system,function-oriented city public resources disposal and the social integration mechanism especially including family reunion rights.
