城乡一体化与我国"二元"生育政策改革

摘要：

我国目前实施的是以户籍为标志的城乡有别的"二元"生育政策。随着城乡一体化的发展,户籍制度的改革是大势所趋,由此会带来生育政策适用对象不明确的问题。为了克服这一问题,本文通过比较多种生育政策调整方案,认为选择新的区分城乡人口的标志来代替"户口"以维持现有"二元"政策的方法不能成立;城乡统一的"更严格"的生育政策不符合我国人口和社会经济发展需要;将现有的"二元"生育政策经"两阶段六步骤"调整为城乡一体的普遍"二孩"的生育政策是一种更优方案,它既能解决户籍制度改革带来的生育政策执行问题,又符合我国社会经济发展的客观需要。

Nowadays it is enforcing the dual population policy differentiated by town or country in China,or one-child policy in urban areas but one-and-a-half child policy in rural areas.Hukou is the label to identify who are rural people and who are urban people.As the development of town and country integration,it is a irresistible trend to reform the household registration system,which may bring the problem that the applicable objects of the population policy is not clear.To solve this problem,the methods of choosing the new label differentiating people in town or country in stead of Hukou to maintain the dual population policy can not work.By comparing various scheme of the adjustment of the population policy,we prove that it is relatively better to replace the dual population policy by uniform "two-child policy" in urban and rural area,and the path of this change can take "two stages and six steps".
