"城乡统筹"的社会保障制度一体化战略初探

摘要：

本文采取社会保障学、社会学和政治学等多学科交叉的研究方法, 分析了我国计划经济时代二元社会保障制度所带来的消极影响, 从分类保障农民工、整合农村社会保障制度并根据农村情况推进多层次的补充社会保障方面论证了健全农村社会保障体系的路径。指出消除"城市偏向"的社会保障"安全网"是我国社会保障制度一体化的前提和保证。城乡统筹的社会保障制度是社会保障可持续发展的必然趋势。

This paper adopts the interdisciplinary research on social security, sociology, politics science and other disciplines to analyze the negative influence of the dual social security system in the time of planned economy. This paper also demonstrates the approach of improving social security in rural area such as providing different-type security for migrate workers, conforming rural security system and promoting the multi-level complementary social security according to rural situations. The writer points out the safety net of social security without urban preoccupation shall be the premise and guarantee of the integrated social security in China. The integrated social security system for the coordinated development between urban and rural areas is the foundation to maintain social fairness and justice, and to implement scientific concept of development, and it is the inevitable trend of sustainable development of social security.
