Based on the investigation of social security for farmers scattered in seventeen provinces, regions or municipalities in China, this paper analyses the new rural old-aged insurance system roundly from the expectation and intention that the farmers. The analysis shows that the new rural endowment insurance epitomizes the farmers' hopes. Its debut, timing, arrangement, and system of designing are in line with the aspirations of farmers. Besides, the difference between the eastern area and the middle or western one also accords with people's judgments. Finally, it suggests that the government should emphasis on enhancing the return of individual account and propagate the new old-aged insurance in rural area vigorously.
