水库移民安置目标:基于福利经济学的分析

摘要：

本文从福利经济学的角度探讨水库移民安置目标可以分解为生活安置目标和生产安置目标,它是保障移民福利(幸福)的手段,其终极追求就是保障和改善水库移民和其他相关人口的福利水平。水库移民安置目标要使移民的生产、生活尽快达到甚至超过搬迁前的水平,并赶上库区所在县市居民的生活水平;同时还需要保证改善安置地的老居民和因工程建设受到一定利益损失的工程上游不具有移民身份的居民的生活。

Based on welfare economics, the settlement objective can be divided into living settlement objective and production settlement objective.It is an important way to protect migrants' welfare, with guaranteeing and improving the benefit level of the migrants in reservoir areas as its ultimate goal.The goal of the settlement is to make the living and production of the migrants back on track and even exceed the level before the migration as soon as possible, and catch up with the living standard of local people, and to guarantee the living of host population and those living in upstream whose benefit being damaged but having no immigration status.
