基于食品消费的农村贫困线测定分析—以甘肃省为例

摘要：

基于人体每天必需的食物消费建立线性规划模型,计算出甘肃农村较发达、欠发达和贫困三类地区农民的最低食品费用,采用校正的恩格尔系数分别估算出甘肃三类地区农村贫困线及贫困人口,结果符合甘肃实际。鉴于甘肃现行的农村贫困线过低、贫困人口规模庞大的问题,提出了减缓贫困、改善民生的政策措施。

The art icle creates linear programming model based on the food consumpt ion necessary for needs of human body every day, for calculat ing the lowest food consumpt ion of the following three areas in Gansu, more developed rural areas, less developed areas, poor areas and estimating poverty line and poverty population of those three areas by taking the method of the Engel's coeff icient correct ion. And the results are in line with real situation of Gansu. In view of the current poverty line in rural areas of Gansu Province is too low, and of the large-scale poverty-stricken population, it is put on agenda to alleviate poverty and take policies and measures to improve people's livelihood.
