文化背景与劳动力转移—基于发展模式与文化背景的国际比较分析

摘要：

如果农业生产采用规模化的生产方式、工业化采用资本密集型的发展模式以及不重视对教育的投入作为一个整体会导致"劳动力转移的陷阱",从而陷入发展的恶性循环。因此如何突破"劳动力转移的陷阱"是几乎所有发展中国家稳定发展的关键。而工业化、教育和农业发展的模式不仅仅受自然资源、投资、政策等经济因素的影响,一些非经济因素,比如社会文化价值观、对于劳动的态度等文化因素也起了重要的作用;文化背景很可能是亚洲和拉美选择了不同的发展模式从而产生了截然不同的发展后果的原因,也就有了不同的劳动力转移后果。

The combination of scale production of agriculture, capital intensive development mode in industrialization and the neglect of investment to education will result in labor force transfer trap, and further lead to a vicious circle of development. Therefore to break the labor force transfer trap has become the key to development of almost all developing countries. The modes of industrialization, education and agricultural development are not only affected by economic factors like policies, but also by some non-economic factors, such as socio-culture value, attitude toward working, these and other cultural factors have played an important role. Chances are that cultural background is the reason behind the different development modes taken in Asia and Latin America, which led to the dist inct development consequence and the different labor force transfer.
