This paper discusses the regional choice of population development strategy based on Liaoyang's experience of Liaoning province. The authors point out that much more public resources should be invested into population opening and human resource development, which are the point of departure of and also the driving force of the new rural area construction, and suggest Liaoyang adopts the integration strategy of population opening and human resources development. Population opening strategy aims to adjust comprehensively not control solely the population scale and structure. The government should transfer its role and funct ion, becoming the serving agency and providing more public service and goods for the rural population.
