共同体内劳动力转移就业的社会保障覆盖—欧盟的经验

摘要：

作为一个重要的全球性议题,劳动力转移就业对世界大多数国家都具有程度不同的影响。为了应对共同体范围内劳动力转移就业所带来的社会保障缺失问题,欧盟建立了欧盟公民资格制度,在此基础上通过渐进覆盖、参保期累计、比例分担等政策原则,给转移就业的成员国劳动者提供社会保障覆盖。

As an important global issue, the labor migration exerts influence on the majority of nations in the world at varied degrees. Faced with the absence of social security in labor migration, the European Union established the European Union Citizenship System, based on which a series of measures such as gradual coverage, insurance periods accumulation and proportionate burden2sharing were adopted, so as to provide social security to laborers of its member nations.
