关注城镇低保人群的保障与发展

摘要：

我国经济在迅速发展的同时也存在着城镇贫困者的保障与发展问题。城镇最低生活保障制度的实施解决了城镇贫困者的基本生活问题,但是尚不足以帮助贫困者摆脱贫困,自我发展。本文分析了低保人群构成的特点与35个城市低保标准的变化趋势,指出应建立有效的管理机制并结合各项社会保障制度,为城镇低保人群创造发展机会,促进社会和谐发展。

Despite the fast economic development, there are some defects in the social security and development of the urban poor. The implementation of the minimum subsistence allowance system for the urban resident has met the basic needs of the urban poor, but st ill can't help them get rid of poverty and develop themselves. The paper through analyzing the structuring characters of the urban low-income population and the trend of the minimum subsistence allowance standard in 35 cities, comes to the conclusion that an effective management mechanism that integrating all social security systems should be established to create development opportunities for the urban low-income population, so as to promote the harmonious social development.
