我国城市医疗救助制度的现况与对策研究

摘要：

城市医疗救助制度试点工作自2005年实施以来,在制度上完善了我国医疗保障体系和社会救助体系,促进了健康公平和社会和谐;在实施效果上提高了贫困人群的卫生服务可及性,缓解了他们的疾病经济负担。但总体上医疗救助资金筹集水平不足,资金利用率有待进一步提高。面对这些问题,本文建议进一步扩大扩展覆盖范围,加大筹资力度,修改完善救助方案,并与社区卫生服务有机结合。

Since the pilot projects of urban medical assistance system being carried out in 2005, it has optimized China's medical security system and social assistance system, promoted people's health and equality as well as social harmony, made it easier for the poor to get access to public health service, thus alleviated their economic burden caused by diseases. However, the medical assistance system is st ill short of fund and uses the fund in an ineffective way. In order to solve these problems, it is proposed in the paper to carry out the pilot projects in more areas, make greater effort to raise fund, optimize the assistance scheme and combine these pilot projects with community public health services.
