关于农民工子女在迁入地接受完全义务教育机制的构建

摘要：

农民工子女在迁入地不能获得完全的义务教育,其根本原因在于相关义务教育资源的供给与配置机制尚未形成。本文在分析我国财政收支结构和特点的基础上构建了农民工子女义务教育经费供给模式,并就其配置模式指出发行教育券是符合中国实际情况的选择。

Migrant children cannot get as equal compulsory education opportunities as urban children can unless a new mechanism is built concerning the balance between finance budget for compulsory education and the allocation of public education funding.The paper just works out a new model to deal with these issues.
