In this paper, it has been found that in the interact ion model for relationships among town leaders, village leaders, breakers of family planning law, and Kiln owners, the boss of those breakers is that aims to relieve the tension among these groups. The tension among these groups is from the breaking of the family planning law. The stateps policy of family planning has imposed the pressure of implementing the family planning law on local government officials, who have shifted it to town leaders, while the latter have shifted it to village leaders. Village leaders then shift it to the Kiln owners. All these has been done through different performance standards. The upper made the standards, while the lower will have to accept the financial or administrat ive punishment if they fail to achieve the standards.
