As employment problems in China have come to be more and more national and serious and have nearly become a big headache for many local governments, it has, however, not been too much bothering to the Wenzhou government. To relieve the unemployed laborers, the Wenzhou local government developed a flexibility mechanism—a typical Wenchou Pattern, called Rapid Response System for Diversified Employment (in Chinese, called "Bafanghuying"), through which the unemployed laborers may receive aid and help from different social groups and in which self_employment is highly encouraged. Such a mechanism has helped to develop laborer's employability skills and traits.
