对新农村建设中人力资源开发问题的探讨

摘要：

建设新农村,关键是吸引和调动农民的积极性、主动性和创造性,开发与培养农村人力资源,使之成为新农村建设和现代化建设的主体,引导他们用自己的双手创造美好的家园,这也是我国新农村建设的首要和根本问题。本文通过调查数据分析了当前新农村建设中人力资源的状况与特点,提出在新农村建设中如何吸引人才,留住人才和培养人才的相关对策与建议。

The key to build new village is to improve farmers' enthusiasm, initiative and creativity, to exploit and cultivate rural human resources, to make them the main force of the new village construction and modernization, and to lead them to build their home with their own hands. It's also the chief and basic problem in the construction of new villages. The paper analyzes the situation and characteristics of human resources in the construction of new villages, and puts forward some measures and advice to attract, retain and cultivate talents.
