摘要：

知识经济时代呼唤重视人力资源开发。我国是世界上人口最多的国家,但是,人口总体素质不高,是我国经济发展的重要障碍。当前,必须加大人力资本投资,实现从人口大国到人力资源大国的转变,以迎接知识经济时代的挑战。

In the times of knowledge-economy it is very important to develop human resources.Although China has the most population in the world, its population quality is not high and has hindered the economical development.In order to meet the challenge of knowledge-economy, China must change from a largest population country to a might one in human resources through increasing human capital investment.
