家庭资助计划:完善农村家庭养老功能的政策创新

摘要：

在有关完善农村家庭养老功能的研究中,主要思路是用多支柱的养老保障体系代替单一的家庭养老模式。这是一种从外部来完善农村家庭养老功能的思路。本文从完善农村家庭养老功能的内部途径出发,提出一个新的思路—家庭资助计划,其内容包括现金与实物补助计划、税收退让与减免计划、房屋与土地保障计划、法制建设计划、政府行动计划等

In the studies of improving the rural families' older-security function, the main ideas are to replace the single family older-security with a multiple older-security system, which reflects a kind of outward approaches.This paper suggests an inward approach.It brings forward a new suggestion, that is, family-aid program.It contains of cash or food aid program, tax allowance program, house and land security program, law-construction program, and government-action program.
