摘要：

文章深入分析了人才资源使用性开发的基本内涵,对人才资源使用性开发的重要意义进行了阐释,详细论述了人才资源使用性开发的基本内容,揭示了人才资源使用性开发的一般原则,并提出切实有效的人才资源使用性开发途径和措施。

Human resource exploitation can't separately from the human resources utilization.To realize the full development of the potentials, it's necessary to exploit the human resources in the process of utilization, which means an agreeable environment should be build to bring out the personnel's human resources, and a mechanism should be established so as to stimulate the latent abilities and qualities and then to reach the goal of accomplishing the practical activities and realizing the human resources' value, elevating their abilities.
