Many_years consulting and training experiences tell that most administrator (mainly mean civil servants and enterprise managers) don't have a clear understanding of their own job requirements. Due to the lack of complete capacity system, and management system orientation, to some extents, there is no clear development direction for many organizations and individuals. Whatever the industry is, organizations seek for the whole performance, and employees pursue individual development. If there is lack of capacity, itis difficult to achieve the performance, and to develop the career. So itis the key to build up job position management system based on capacity and oriented by performance for executing the national talent policies. Referenced from international job requirement for administrators, combining with the practices in China, two years ago, the authors proposed the capacity model for civil servants and enterprise managers, and carried the model in practice, and made success in talent screening and encouraging. Combining with the demands for talents in Beijing, the paper talks about the establishments of capacity model and system management, and the effect on performance management.
