Human capital follows the "progressive profit" principle. The investment in female human capital has dual attributes of "halo effect" and "progressive investment". From the aspect of the social effects of female capital, motherhood education has much greater influences on next generations than family structure, family size, income, nationalities and fatherhood education. So the preferential female capital development is the key of the success of strategy of developing the western region. Because of the problems existing in system, mechanism, policies, social environment biases and orientated-less, it should be recognized that human resource is the first, female capital development deserves preferential. Female capital preferential development is the one of the strategy of developing the western region.
