加强区域中心城市外来劳动人口管理与服务工作的调查与思考—以青岛为例

摘要：

如何解决沿海城市不断涌入的外来劳动人口和本地劳动人口的就业矛盾,是我国城镇化发展过程中,一些区域中心城市面临的共同问题。我们对近年来青岛市的外来劳动人口状况展开调查,在基本摸清该城市外来劳动人口主要特点的基础上,分析阻碍吸纳外来劳动人口的原因,并结合区域中心城市目前存在的共性问题,提出加强服务、改善管理的政策建议。

How to solve the conflict between in-migrants and native labors is a common issue faced by region central cities in the process of urbanization. Based on a survey for labors in-migrated into Qingdao, the authors examine the main characteristics of in-migrated labors, and analyze the cause of black off non-native labors. Considering the common problems existing in the process of urbanization, the authors propose some policy suggestions about strengthening services and improving management.
