To pay attention to the vulnerable people and provide essential help to them has become the common sense in the current society. The poor elderly are more vulnerable. To provide them essential service depends on understanding of their basic situations. Based on the 2000 survey conducted by CRCA in 20 provinces, using the scale equivalent in poverty calculation, the paper examined poverty rate, and illustrated the characteristics of the poor urban elderly, and explored the factors leading to poverty.
