Most literatures related to human capital have focused on its positive effects rather than its negative effects.During the transitional period, human capital is invisible, difficult to be measured, inclined to dependence, and need of tremendous investment which is owned privately and benefits-oriented.To begin with, the diploma became the unique criterion to judge the human capital.Then, the effects of human capital were reduced, as a result of which, the society's load was added, and abnormal psychology came into being to compensate for the feeling of relatively being deprived.
