对小城镇和乡镇企业从业人员社会养老保险制度的思考

摘要：

随着我国城镇化、工业化进程的加速,大批农村剩余劳动力离土离乡,向乡镇企业和小城镇聚集,构成了一个既区别于传统农民又不同于城市居民的群体。其养老保障仅仅"依靠土地和家庭养老"的方式已不符合这一群体生产生活的客观实际,但由于利益协调和管理上的问题,没有也不可能将其纳入城市社会养老保险。因此,为他们建立专门的与城市有差别的社会养老保险制度便势在必行。

With the acceleration of China's urbanization and Industrialization, a large flaw of rural surplus labor forces have left their lands and home-villages for enterprises owned by villages and small towns, and then become a special population which are neither same with conventional peasants nor same with urban residents. The forepassed old-age supporting way, "depending on land and family", does not fit these population.Because of the difficulties from benefits coordination and management, they have not been covered under urban social pension plan.Therefore, it is necessary to build a specific pension plan for them.
