This paper gives a comprehensive analysis on the main problems about rural social security and the countermeasures we should take.Besides the covered area is too small,security level is too low and the fairness is worse in rural areas,the charge for compulsory education makes its welfare characteristics lost.Moreover,"negative security" is significant in rural areas.In order to solve the problems,first we have to accept the notion of "great rural security system" instead of "earth is the security",and then the reforms of politics,economy,and the whole strategy must guarantee the premium resources.
