Based on field study,the authors analyze the conflicts between population and development during the process of Handing Back plowland and plantation.In the area to be handed back plowland,the natural condition is poor and economy increases slowly,while the population grows relatively rapidly.In addition,the driving force of land reclamation is great in the area.So the results of handing back plowland will be threatened in long term.This paper gives some useful suggestions to local governments.
