论建立多层次农村医疗保障体系

摘要：

随着医疗卫生体制的市场化改革和农村合作医疗的解体,农民失去了最基本的医疗保健,农民健康问题日益突出。合作医疗并不具有普遍适用性,不可能再成为新时期农村医疗保障制度的主要形式。应因地制宜,根据当地的经济发展水平灵活选择医疗保障模式,不能拘泥于千篇一律的模式,徒劳地寻求一劳永逸的模式,应该建立多层次的农村医疗保障体系。应特别强调国家在解决农民医疗保障问题上的重大责任,国家需要在农民医疗保障的制度设计和财政投入方面,采取更加积极的态度和措施。

With the market-oriented reform of medical and sanitation system and disintegration of cooperative medical system in rural areas, the farmers have lost the most fundamental medical security.The consequent problem is getting significant.The cooperative medical system is not universal, so it can not be the main mode of rural medical security system any more.We should choose a feasible medical security mode fitting the local economy level.In stead of looking for an identical mode,we should establish a multi-layer medical security system in rural areas.It is worthy to emphasize the main responsibility of government to solve the problems in medical security of the farmers.Government should be more positive and take corresponding measures to design an multi-layer security system and give financial supports.
