With the reform, opening,modernization and the development of market economy, the traditional system of registrationmanagement badly restricted the productivity development.In reform of registration system is essential.The "Blue Hukou" is the consequent result.This paper traced back to its origin, describes its development process, and basically approved of its social benefits.Although there are still some problems about "Blue Hukou", it is a good way to reform regis tration system.It is important to keep in mind that we still need countermeasure against the problems.
