我国现行养老保险基金管理模式的缺陷及对策

摘要：

中国目前养老保险基金管理模式的缺陷不只在于基金管理本身,在深层次上在于养老保险制度安排的制度缺陷,解决目前基金管理缺陷必须从养老保险制度入手。中国目前的养老保险基金管理还不能采用智利模式,而必须经历从政府控制的养老保险基金公司管理模式到政府等部门严格监管的养老保险基金公司管理模式的"两步走"。

The drawbacks of the administrative pattern of China's present endowment insurance funds are not only shown in the administration itself, there are also institutional defects in the institutional arrangement.It must be started with the system of endowment insurance to resolve these drawbacks.At present, the administration of China's endowment insurance funds still can not to adopt the Chilean pattern, and must go through "the two steps" from the company administrative pattern controlled by the government to the company administrative pattern strictly supervised by the government departments.
