有关养老保险新政策的分析与评价

摘要：

完善社会保障试点方案中在养老保险领域的新进展主要表现为:首次明确社会统筹基金和个人账户基金实行分开管理;降低个人账户的资金比例,个人账户将只由职工个人缴纳,企业不再缴纳;明确提出建立企业年金,并首次明确了企业年金的资金来源和运行模式。试点方案仍存在未能解决的问题,如公务员与事业单位养老保险制度改革、个人账户基金的保值增值机制、个人账户的支付方式、"中人"的欠账问题等。试点地区应当在落实已明确的政策的基础上,对尚存在的问题有所探索,以加快完善养老保险制度的步伐。

According to the improved experimental social security plan, in the field of endowment insurance there are some new progresses.It firstly makes clear the overall social fund and personal fund to be administrated separately.Individual will be the only party who pays the personal account.Reduce the proportion of personal account's fund.Provide clearly to establish the business enterprise annuity, the source of the fund and its operation model.There are also some unresolved issues in the plan, such as the reformation of the public servants and institutions' endowment insurance system, the mechanism of maintenance and increment of value of personal account and its paying ways, the problem of intermediary's debts, etc.These issues should be explored based on the definite policies in the experimental area in order to quicken the steps of improving endowment insurance system.
