This article has probed into the causes of urban laid-off workers.Against those policies of vacating working posts for urban laid-off workers implemented by some local governments, the study has made an analysis from aspect of human capital income.It argues that vacated working posts can not solve the problem of laid-off workers, predicts the consequences of these policies, and puts forward corresponding suggestions.
