人的城市化:内涵界定、路径选择与制度基础——基于农民城市化过程的分析框架

摘要：

以农民城市化过程为研究对象,从"人的城市化"内涵、路径和制度安排三个维度建构一个分析框架。人的城市化的核心是尊重农民城市化过程中的主体性,不强迫农民进城或留守农村。广泛实践的"接力式城市化"是"人的城市化"的基本路径,它把城市化分解为渐进的三阶段,充分尊重了农民主体选择。构成"人的城市化"的制度基础是小农村社体制,包括保护弱势农民权益及限制城市人口占有农村资源的土地制度和户籍制度。一些地方政府推进激进制度变革,不利于"人的城市化"。

This paper construct a framework of analysis contain connation, path and institutional foundation on the farmer-oriented urbanization. The core of "people-oriented urbanization is respecting the subjectivity of the farmers, help them instead of forcing immigrate into city or stay at rural. The "relay urbanization" is the basic path of the "people-oriented urbanization".This fully respects the farmers' subjectivity, and is in line with the people-oriented urbanization concept. Constitute "system foundation of human urbanization" is a small rural service system, including the protection of vulnerable farmers household, land system protect the rural land of being occupied by urban population and hukou system. The radical institutional change pushed by some local government is not conducive to the "people's urbanization".
