典型福利类型下居家养老服务的国际比较及启示

摘要：

居家养老服务受到福利类型的影响。根据哥斯塔·埃斯平-安德森对于福利国家类型的划分,文章以美国、德国、瑞典、英国和日本为例,比较不同福利类型下居家养老服务地点、服务责任主体、服务内容上的差异和共同点,探索居家养老服务方面的一般性规律。文章在此基础上提出了保障老年人住房、整合居家养老服务体系、构建"四位一体"的居家养老服务责任体系、转变居家养老服务理念和在满足服务数量的基础上提升服务质量等完善中国居家养老服务的建议。

Home-based care is influenced by welfare types. According to the types of the welfare state divided by Gosta Esping-Andersen, taking America, Germany, Swedish, England and Japan for example, this paper compares the common ground and differences of place, main provider and contents of home-based care in these five welfare types to explore common rule. On the basis of these common ground and differences, this paper puts forward some suggestions such as protecting the elderly's housing, integrating the service system for old-age, constructing "four-in-one" responsivity system, transforming service conception and enhancing the quality basing on the service quantity.
