新型城镇化背景下农民工就业歧视的社会风险预警研究

新型城镇化背景下研究农民工就业歧视引发的社会风险问题,对开展社会治理、维护社会和谐稳定具有重要意义。从理论视角对农民工就业歧视引发的社会风险的构成要素、风险类型、形成过程与传导机制进行分析,在此基础上构建了农民工就业歧视的社会风险预警指标体系,建立了农民工就业歧视的社会风险预警系统,并在我国东、中、西三个区域的7个典型城市进行了实证研究,实证结果表明各调查城市的社会风险分布在三个区域,即郑州处于危险区,西安、广州处于趋势区,烟台、北京、温州和成都处于稳定区。本研究进一步提出要通过建立预警监测分级管理运行机制、完善预警指标的制度化统计、搭建预警信息应用平台、设计应对预案体系,实现农民工就业歧视的社会风险的预防和治理的前置。

The employment discrimination of migrant workers under the background of new urbanization caused social risks. It is essential to carry out social governance and maintain social harmony and stability. The early warning system of the social risk caused by the discrimination in employment of migrant workers could provide reliable tool technology for the government to forecast, monitor, prevent and resolve social risks caused by the employment discrimination of the migrant workers. Based on the theoretical analysis, we construct index system of migrant workers employment discrimination social risk warning, establish a social risk warning system of the migrant workers employment discrimination. The empirical results in seven typical cities east and west, and in the three regions of our country show that the risk of the surveyed cities is different. We divided them into three zones:namely danger zone is Zhengzhou, Xi'an; the trending zone contains Yantai, Beijing; the stable area contain Wenzhou and Chengdu. This study proposes to establish the early warning and monitoring system through further hierarchical management mechanism, improve the early warning indicators of institutional statistics, set up early warning information application platform, plans to deal with system design, implement pre-employment discrimination of migrant workers social risk prevention and governance.
