This paper argues that, Chinese enterprises whose ultimate goals are labor-cost saving and market potentiality promoting entered the phase of localization management.As the care of enterprises localization management,human resources localization management should be put on the agenda of the theory research.This paper conducts a systematically theory review on human resources localization management in the first place. It explicitly defines human resource concept and clarifies Chinese enterprises localization operation predicaments. Subsequently, this paper analyses from the perspective of embedding theory in New Economic Sociology and builds embedding human resources localization management model. In the end, the paper provides corresponding strategies and suggestions based on the problems encountered in the model.
