城镇低保线:实际给付与理论标准的差距与对策

摘要：

中国在城镇普遍建立了最低生活保障制度,对城镇贫困人口实施了有效的社会救助,为他们的基本生活提供了一定的收入保障。这一制度应该根据最低生活保障线进行合理给付,既要满足低保家庭的基本生活需要,也要避免"躺在政府身上"的倾向。根据扩展线性支出模型(ELES)测定的城镇居民最低生活保障线的理论标准,以及将其与近几年的低保标准进行比较,就会发现实际给付水平明显偏低。基于这一事实,建议科学制定最低生活保障线,建立给付的指数化调整机制,以确保城镇居民最低生活保障的合理给付。

China has been set up urban minimum living security system. It provide effective social assistance for urban poor residents and some income security for their basic living. This system should pay according to a reasonable minimum living security line, it is necessary to ensure that the basic needs of low-income families being satisfied, but also to avoid them have the tendency to lie on the government. According to the minimum living security line for urban residents with the extended linear expenditure system (ELES), and compare with its actual benefits in the recent years, this paper finds the actual payment level is significantly lower. Based on this fact, we should establish minimum living security line scientifically and index adjustment mechanism of its payments to keep a reasonable payment of urban minimum living security system.
