流动儿童学校选择的影响因素及其政策含义

摘要：

本文利用福特基金课题组2008年对北京流动儿童教育状况的调研数据, 用离散选择模型考察影响流动儿童进入三种类型学校的因素。发现流动人口家庭经济状况对其进入公立学校的作用受到达流入地时间长短的影响。在两类打工子弟学校的选择中, 发现家长和学生对学习投入的积极性是主要影响因素。建议免费为流动人口家庭提供就业、社会保障和子女教育方面的咨询。采取多种形式的学生资助, 调整公立学校布局不合理现象。

Based on sampling data on the education statues of migrant children in Beijing, which was conducted in early 2008 by Ford Foundation, this paper adopts logit model to analyze the determinant of migrant children school choice at compulsory education, especial pay attention to the different determinants of they go to public school and school for migrant children. In the stepwise regression, when the model add into the interaction variables, household condition become statistical significant. The time duration of living in Beijing may play a role in the household conditions of migrant children. The times is longer and the likelihood of access to public schools is greater. Motivation of parents and migrant children are important determinants of whether they go to legal school or illegal school. So we should provide the education and work information system to migrant family. The local and central government should provide them education grant and change the allocation of public school.
