养老保险改革过程中的性别受益变化分析

摘要：

对养老保险改革实施后的相关数据进行分析,发现在以城镇企业职工基本养老保险为主体的养老保险改革过程中存在着性别受益的不同,表现在覆盖面、享受条件、计发办法与待遇水平等规定的变化上,性别差异被忽视,女性群体权益得不到相同的保障。这种结果根源于我国养老保险改革过程中对效率的过度强调,它对性别公平产生了不利影响。建议在退休年龄、非正规就业人员养老保险制度和养老金的计发办法方面进行改革。

The article carries out social gender analysis of the data on the old-age insurance reform which main part is urban employees pension reform,point out that there are the different benefits by sex in the course of the old-age insurance reform,concludes that the gender difference is ignored and the women benefits have not been ensured the same as the men,which can be shown at the changes of entering condition,paying condition,the way of distribution as well as treatment level. The basic reason is that the policy-makers have paid so excessive attention to economic efficiency that is not conductive to the gender equity. The old-age insurance reform should follow the principle of gender equity and promote the equity between men and women in the starting point and result point. It suggests that the reform should be made in retirement age,the old-age insurance of informal employment groups as well as the way of distribution of pension.
