人力资本在经济增长中作用的东部与西部比较

摘要：

通过对中国东部、西部区域之间的比较研究, 揭示了人力资本在不同区域经济增长中的具体作用、区域之间经济发展差异形成的主要原因。人力资本存在的差异是造成东部、西部经济增长差异的主要原因之一, 同时20多年来对西部基础建设投资的忽视和制度的缺失使得西部很难跟上东部发展的步伐。西部在加大基础投资和建设的同时, 更需要加大人力资本投资与积聚, 并且在人力资本的拥有量上首先要赶上东部。

Through the comparison between the eastern and western regions of China, this paper explores the role of human capital in the economic growth, and analysis the main reason why there is difference in economic development forms between the eastern and western. Through the research we found that the difference in human capital is the main reason cause the difference in the economic growth. The ignorance of the capital construction (make the investment) for over 20 years and disappearance of system in the western make it very difficult for the western region to keep up the paces of development in eastern. Western should strengthen the investment of human capital and keep up with the eastern in the human capital first while strengthening the basic investment and construction.
