外力冲击下水库移民生计脆弱性及其解决机制—以南水北调中线工程库区为例

摘要：

南水北调中线工程库区待迁移民的生计具有脆弱性。移民历史遗留问题的累积和再次迁移形成的外力冲击,导致了生计脆弱性的形成。解决南水北调中线库区移民生计脆弱性问题,要依托开发性移民政策,增强移民发展的主体意识。在移民前期应以补偿和补助的方式支持移民的生计恢复和家园重建,化解移民风险;在移民后期要创造"授能环境",重点加强对移民生计能力的修复和再造。

Livelihood of people in reservoir area of south-to-north water diversion project who will be transferred to other areas is vulnerable, reasons behind it include problems that has been left over by history and accumulated in that process and the impact of external force resulted from the remigration.Solving this problem depends on the emigration policies stressing development and improvement of immigrants' sense of host.In early phase of migration, the government should provide compensation and subsidies to support immigrants in rebuilding their homeland, thus avoiding risks of migration;while in later phase, the emphasis should be given to creating an Energy Granting Environment, in which immigrants could restore and improve their ability of making a living.
