Similar to problems in currency capital measurement, the problem in human capital measurement is also that of how to identify the average price. The essence in average price is the comparability between individual price and average price. The factor that decides the exchange of currency is socially necessary labor time, whereas the factor to decide the exchange of human capital is standardized skills. Standardized skills can be shown by the number of standardized diplomas. Following the TTR (Total Talent Rate) is introduced in this paper. Compared with present diploma indexes, total indexes are more helpful in human capital measurement.
