With the negative growth of population these years, the labor in Russia is in short supply. In order to maintain the development of the national economy, Russia, has to introduce foreign labor into its country. China has large population, and it is beneficiary for China and Russia to conduct labor service cooperation. At present, the main things restraining the labor service cooperation are restraint from related regulations made by Russian government, poor quality of Chinese labors, and 'China threat'. It is necessary to reinforce cooperation among governments, to establish better service system for labor export, to enlarge investment in Russia, to encourage more communication between Chinese and Russia people, and to promote development of labor service cooperation between the two nations.
