知识失业条件下的教育投资分析

摘要：

在发展中国家的二元劳动力市场结构中,公务员的真实收入要高于第一市场的出清工资水平,这使得第一市场的平均工资较高,形成了"知识失业"现象。短期内公务员的加薪和扩招以及政府对教育转移支付的增加都可以使教育的投资收益增加,从而使教育投资增加。"知识失业"条件下的教育投资增长只是政府政策影响的短期现象,在长期内,随着大学生失业率的上升我国必然会出现教育投资的大幅下跌。

In the dual_labor_market_based developing countries. people's real income is higher than their market_clearing wages. It has caused the rise of the average wage in the first labor market and leads to' educated unemployment. In the short term, the expected benefit of education investment can be promoted by the expansion of the employment of more civic service man and the increase of public subsidy for education. But such increase of education investment can only last for a short time. It will be reduced with the rise of university graduates' unemployment rate.
